The UK trade estimate, the official proxies and what retail media in England actually measures
Examine the retail media market size evidence for England, including the UK trade estimate, incompatible official proxies and a defensible protocol.
There is no defensible current figure for the retail media market size in England. A 2025 UK trade estimate exists for a narrower online category, while official business and retail datasets measure different populations. They cannot be combined to manufacture an England total.
Fix the category before using a number
IAB UK's general definition includes digital advertising space, retail data assets and in-store opportunities owned by a retailer or marketplace. It covers on-site, off-site and in-store environments.
The IAB UK Digital Adspend 2025 release uses a tighter study definition: advertising on retailer or marketplace owned digital properties. It reports GBP 3.8 billion of UK spend for 2025. The page says the work used member submissions, public figures, statistical modelling and qualitative interviews, with a changed methodology and restated 2024 estimates.
That amount is useful only as a UK industry estimate for the stated method. It does not identify England, in-store inventory, all off-site use, supplier revenue, advertiser count or media-owner margin. An editor should not call it the England market or allocate it by population.
Reject tempting official proxies
The ONS Retail Sales Index internet series covers internet sales in Great Britain by store type, month and year. Its current release date is 21 August 2026. Retail sales are transactions for goods, not advertising expenditure, so the series is not a denominator for retail-media penetration.
The ONS UK business activity, size and location dataset counts enterprises and local units from a 14 March 2025 register snapshot. It uses SIC and regional classifications but has no retail-media category. A retailer head office in England does not show where an advert ran or which customer records were used.
Digital advertising totals, retailer turnover, ecommerce orders and out-of-home expenditure fail for the same reason. Each has a different unit and eligible population.
Specify a measurement protocol
A new England estimate would need two separate records.
The supply record should identify each legal media owner, the retailer or marketplace property controlled, inventory environment, advertiser eligibility and the date the offer was available. The geography rule must state whether England means the media owner's establishment, the store or site audience, the advertiser, or the place where revenue is recorded.
The money record should use one accounting definition and period. State gross billings, agency commissions, platform deductions, refunds, credits and internal transfers separately. Do not add the same campaign once as media-owner revenue and again as supplier revenue.
Publish frame coverage, duplicate treatment, non-response, modelled values and uncertainty. IAB Europe's Commerce Media Measurement Standards V2.1 can help define campaign measures, but an industry standard does not supply the missing England population.
The estimate also needs a release policy. Preserve the submitted value, any modelled adjustment and the final published value as distinct fields. Name the analyst, evidence cut-off and revision reason. If a participant later corrects a return, revise the affected period rather than silently changing history. A table of excluded propositions is as important as the admitted list because it shows whether ordinary ecommerce advertising, in-store media or off-site activation was left outside the frame.
Report a range only when the lower and upper cases follow stated evidence rules. An unexplained high and low assumption is not uncertainty measurement. Publication should remain on hold until a statistics reviewer can reproduce the frame and an accountant can reconcile the money definition.
The present finding is UNKNOWN. Recheck after a source publishes an England-specific population and spend measure under a compatible definition. Until then, report bounded UK evidence and named buyer records without converting either into a national estimate.
