Fix the commercial and evidence units

  • The payable event, currency, VAT basis, period, quantity and cancellation terms are stated.
  • Supplier charges are separated from media spend, agency work and retailer labour.
  • Booked, served, viewable, clicked, ordered, captured, returned and retained events are not treated as synonyms.
  • Attribution assumptions and any causal claim have separate approval.

Use the current IAB Europe measurement standards as a definitions reference only. A standards badge would not demonstrate the buyer's implementation.

Protect the advert and shopping decision

  • Paid placement is recognisable in its actual context.
  • Every objective product, price and comparison claim has approved substantiation.
  • Mandatory charges and genuinely optional choices render correctly at the customer decision point.
  • A correction or withdrawal can reach every live placement.

The CAP Code separates recognition and misleading-advertising rules. The CMA's price-transparency page addresses mandatory charges, taxes and presentation. Qualified reviewers must apply the right scope to the actual communication.

Map data and access

  • Purposes, fields, sources, recipients, controller or processor positions and retention are documented.
  • Cookies, pixels, tags, scripts and other device operations have their own PECR decision record.
  • Refusal or withdrawal is tested with synthetic or authorised data and does not silently reappear downstream.
  • Staff and supplier access is least privilege, logged, reviewable and revocable.

The ICO's final storage and access technologies guidance supplies the current technology boundary. NCSC online-service guidance supports separate access, monitoring and incident evidence.

Test accessibility and exit

  • A named accessibility practitioner has defined customer and staff tasks across advert, controls and destination.
  • Accessible alternatives and support routes work without changing the commercial meaning.
  • The retailer can pause serving, remove access, export records, restore an isolated copy and delete data under approved rules.
  • Complaints, incidents and supplier failure have owners, containment steps and restart authority.

Record the decision boundary

  • The release record names the exact campaign, creative, audience rule, inventory and system versions reviewed.
  • Each specialist records PASS, FAIL or UNRESOLVED only for their own gate.
  • Buyer thresholds and service expectations cite an approved contract or remain blank.
  • A recheck is triggered by a changed claim, price, placement, data purpose, supplier connection or reporting definition.

Record one final GO, REWORK or STOP decision for the exact version reviewed. A later change to inventory, claim, audience, technology, contract or measurement definition cancels that result and requires a new evidence check.
